Devon Council's £160M SEND Debt Crisis

Devon County Council is embarking on a significant transformation of its services for children with special educational needs and disabilities (SEND). The council aims to prioritize early intervention, enhance inclusivity within local schools, and reduce dependency on expensive independent specialist placements to address rising demand.

Currently burdened by over £160 million in debt accrued from SEND services, Devon County Council has formally requested additional government funding to support its proposed reforms. These plans align with national reform objectives, but their successful implementation is contingent on securing the necessary financial resources.

Adding to the challenge, the government has postponed the publication of its comprehensive SEND reforms and funding plans until 2026. This delay, coupled with the council's substantial financial pressures, poses a significant risk to the progress of much-needed improvements for families and children.
