Arrangements for children and young people with special educational needs and disabilities (SEND) in Calderdale have been deemed inconsistent, requiring significant improvement, a joint report by Ofsted and the Care Quality Commission (CQC) has revealed.
The inspection found wide variations in support, highlighting that many Education, Health, and Care (EHC) plans lack specific, measurable outcomes. This often leaves pupils without adequate support during crucial transitions into adulthood, causing anxiety for some.
While early years provision is generally robust, inspectors noted delays in identifying some children's needs and accessing mental health support. Strengths acknowledged include an ambitious strategy, improved speech and language therapy, and expanding specialist provision within mainstream schools.
Leaders have been urged to strengthen mainstream school support, reduce exclusions, and ensure timely assistance. Calderdale Council and NHS West Yorkshire Integrated Care Board are committed to using the report's findings to drive forward improvements over the next few years.
