Court: Disability ID is Final for MBBS Admission

The Calcutta High Court has ruled that a person's disability quantum, as stated in their Unique Disability ID (UDID), cannot be reassessed for admission to the MBBS course. Justice Amrita Sinha issued this directive on Monday, granting a candidate with a 60% motor disability in their right arm a renewed opportunity for medical studies.
The court ordered the Institute of Post Graduate Medical Education and Research (IPGME&R) to issue a fresh eligibility certificate by September 23, 2026. This certificate will affirm the candidate's functional capacity and patient safety, enabling them to enter the second round of counseling for MBBS admission.
The candidate, Rashid Aktar Hussain, had secured a NEET UG rank of 1936 in the Persons with Benchmark Disabilities category. Despite his UDID stating 60% disability, a Medical Assessment Board reduced this percentage, initially to 32%, rendering him ineligible. The court emphasized that once a UDID is issued, other authorities cannot reassess the disability quantum, deeming the board's actions improper.
