Bihar Universities Delay Professor Confirmations: UGC Norms Ignored
21 Dec
Summary
- Bihar universities inconsistently confirm assistant professors post-probation.
- UGC norms mandate confirmation after one year; some Bihar universities wait two.
- FUTAB urges chancellor's intervention against delayed service confirmations.

Bihar's universities are not uniformly applying UGC norms regarding the confirmation of assistant professors after their probation period. While regulations clearly stipulate confirmation after one year, with a possible one-year extension for unsatisfactory performance, actual university practices vary significantly. This inconsistency has led to concerns among faculty members about their service confirmation.
This disparity is evident across several institutions. Some universities, like Veer Kunwar Singh University and Magadh University, confirm their teachers within the stipulated one-year probation. However, a significant number of others, including Patna University and Tilka Manjhi Bhagalpur University, delay this confirmation for up to two years. This practice deviates from both UGC regulations and a state government notification issued on February 5, 2025.
In response to these discrepancies, the Federation of University Teachers' Associations of Bihar (FUTAB) has appealed to the chancellor. They are seeking intervention to direct universities to adhere to the one-year probation confirmation rule, provided the assistant professor's performance is satisfactory. FUTAB aims to establish a fair and consistent process for all newly appointed faculty in Bihar's higher education system.
