Summary
- Over £2.5 million needed for asbestos removal in two former schools.
- Surveys revealed extensive asbestos, costing £1.6m in Galashiels and £1m in Peebles.
- Asbestos poses health risks, including lung cancer and asbestosis.

Scottish Borders Council is confronting a substantial financial challenge, with a projected cost of over £2.5 million required for the extensive asbestos removal at two former educational institutions. Recent surveys conducted at the former Galashiels Academy and Peebles High School buildings have uncovered the widespread presence of this hazardous material.
The estimated expenses are significant, with £1.6 million allocated for the Galashiels site and a minimum of £1 million for Peebles. Additional costs are anticipated for Hawick High School, though these figures are still being finalized. These costs have exceeded initial forecasts in the council's capital plan.
Asbestos, a naturally occurring fibrous mineral, was historically valued for its resistance to heat and fire, making it ideal for insulation. However, its harmful effects on respiratory health, including increased risks of lung cancer, mesothelioma, and asbestosis, led to a ban on its importation in the UK starting in 1985 for blue and brown varieties, and in 1999 for white asbestos.
Council officials highlighted that intrusive surveys were necessary to uncover the full extent of the asbestos, and the removal process presents considerable difficulties. Detailed checks are typically only performed once buildings are vacated due to contamination risks. The council emphasized that the priority is to conduct the work safely, which inherently incurs higher costs.
