Eligibility for Household Needs Grants is determined by case managers, requiring applicants to reside in King, Snohomish, Skagit, or Whatcom counties. Crucially, households must demonstrate that their primary residence suffered destruction or severe damage and earn 80% or less of the area median gross income.
