Intense rainfall originating in Nagaland and Arunachal Pradesh, rather than the Brahmaputra River, was identified as the primary cause of Assam's devastating July floods. This finding comes from a comprehensive situation assessment report released by Assam University researchers. The study highlights that these upstream rains led to surges in Assam's south-bank tributaries, overwhelming aging embankments.
Despite the catastrophic impact, which included over 100 fatalities, displacement of approximately 2.12 lakh people, and inundation of nearly 21,000 hectares of farmland, Assam recorded a 29% rainfall deficit between June 1 and July 29. In contrast, Nagaland experienced an 181% excess rainfall on July 19, with Mokokchung district alone receiving 493% above normal.
Several factors contributed to the disaster, including reduced soil absorption, landslides in Nagaland's Mon district, water releases from the Doyang reservoir, silt accumulation, and the degradation of wetlands and embankments. The report advocates for advanced, region-specific early warning systems utilizing satellite imagery and GIS technology.
Furthermore, the study recommends tailored flood-management strategies for Assam's distinct geographical regions. Key recommendations include recognizing riverbank erosion as a disaster, providing relief to char residents, restoring wetlands, modernizing embankments, and employing satellite technology for post-monsoon damage assessments to enhance future resilience.
