The tragedy unfolded as heavy flooding caused water to overflow from a large retention pond, quickly pulling the young boy into the open drain.
Neighbors who witnessed the event, like Alicia Myers, described the terrifying scene, with the storm bringing intense rain, thunder, and lightning. First responders faced challenging conditions, with waist-deep water, as they worked to rescue Kearns. Tragically, it took them 45 to 50 minutes to extract the child, but he did not survive.
Now, on August 29th, 2025, Maryland's Lieutenant Governor Aruna Miller and other state leaders are taking action. They will gather to raise awareness about the incident and propose safety changes to prevent such tragedies from happening again in the future.
