Warrant Issued for Unlicensed 'Surgeon'

An arrest warrant has been issued for Niuver Borroto, 47, who is accused of illegally practicing medicine and disfiguring a woman during several surgical procedures. Investigators report that Borroto, who is not a licensed physician, performed reconstructive surgeries on the 54-year-old victim following her double mastectomy. The woman, who wished to remain anonymous, stated that her ordeal began after being introduced to Borroto, whom she believed to be a licensed plastic surgeon.
According to the victim's account, Borroto performed three surgeries at a clinic on Hillcroft, removing implants and injecting fat. She claims that by the third procedure, her health deteriorated significantly, leading to severe pain, infections, and necrosis. She also alleges Borroto injected fat into her face without consent, causing painful lumps. The Texas Medical Board issued a cease-and-desist order against Borroto in December 2024.
The victim has undergone four corrective surgeries, with more anticipated, and has chosen to speak out to prevent others from suffering similar harm. Borroto allegedly charged her more than $30,000 in cash for the procedures. Borroto's attorney maintains his client's innocence, stating the complainant is not credible and that legal action will be taken in court. HPD's Major Offenders Unit is investigating the case.
