Dog Owner Fined £100 for Forgetting Poop Bag, Sparking Outrage

In another case, a man on a work trip in Birmingham was fined £100 for dropping a strawberry stalk down a roadside drain during the city's bin strike, as he could not find a proper bin. The council, however, claimed to have no record of this incident.
