Alexis Monter, 30, was taken into custody on September 2nd by U.S. Customs and Border Protection officers at the Douglas port of entry. He was attempting to enter the country via the pedestrian lane when an active National Crime Information Center warrant was discovered. The warrant indicated Monter was a person of interest in the shooting of Tucson police recruit Carlos Ramirez, warning that he should be considered armed and dangerous.
Carlos Ramirez, 23, a Tucson police recruit, was fatally shot inside his home on August 19th. His fiancée was also injured but is in stable condition. Investigators have characterized the crime as "random and dangerous." The Pima County Sheriff's Department, leading the investigation, stated that Monter is considered a person of interest and is believed to be the last registered owner of the vehicle involved in the shooting.
This vehicle was later discovered abandoned in a Tucson parking lot. Two other men, Santiago Jorge Rogers, 39, and Alex James Barnett, 33, were previously arrested and charged with first-degree murder, armed robbery, and aggravated assault in connection with the shooting. The investigation was reported as ongoing as of September 2nd.
