Justice B Vijaysen Reddy indicated that if HYDRAA does not formalize its actions, the court might be compelled to stall its activities due to a lack of clarity regarding its procedures.
This caution arose during a hearing concerning a petition challenging the demolition of structures by HYDRAA. The judge questioned the agency's early-morning demolition activities and the vague nature of notices issued. Concerns were raised about the lack of transparency in HYDRAA's standard operating procedures and governing statutes, with the judge noting that even government and HYDRAA counsels seemed unclear about its functions.
Consequently, the court has imposed a 15-day restriction on both HYDRAA and the petitioner from entering the disputed site, though individual plot owners are permitted access. The judge emphasized the need to examine the scope of HYDRAA's powers and its adherence to established acts, signaling a deeper scrutiny into the agency's working style.
