The fraudulent operation involved the inmates impersonating law enforcement officers. They contacted victims, falsely claiming warrants existed for missed jury duty and demanding payment of a 'bond' via gift cards to prevent impending arrests. Victims were also threatened into silence regarding these supposed warrants.
