Orissa HC Orders DJ Guideline Creation
22 Sep
Summary
- Orissa High Court directed Jagatsinghpur administration to frame DJ guidelines.
- Petition challenged collector's restriction on DJ use during public functions.
- Guidelines to be formulated within six weeks for future compliance.
The Orissa High Court has mandated the Jagatsinghpur district administration to create comprehensive guidelines for the use of DJ systems and other sound equipment at public gatherings. This judicial order was issued in response to a petition filed by the Jagannath Tent Light & Sound Owner Association, which contested restrictions imposed by the district collector on DJ usage during various events, including marriage processions and religious ceremonies.
The court's directive, issued on September 16, 2026, did not revoke the collector's specific prohibition on DJ use during Ganesh Puja and its immersion. However, it stressed the urgent need for the administration to develop clear rules, as previously directed in October 2024. The petitioner's advocate argued that an outright ban on DJs was unjustified.
Representing the state, the additional government advocate defended the collector's restrictions, citing concerns over public nuisance and health hazards. The court reviewed the collector's order, which cited powers under the Odisha Fire Works and Loud Speakers (Regulation) Act, 1958. Justice R.K. Pattanaik underscored the necessity of complying with the earlier directive to formulate guidelines and ordered the collector to expedite this process within six weeks, ensuring due hearing for the petitioner association.
