NHRC Summons Noida Top Cop Over Child's Death

The National Human Rights Commission (NHRC) has summoned Noida Police Commissioner Laxmi Singh to appear in person concerning the death of a six-year-old boy. The incident occurred on May 19, 2025, in Greater Noida when a portion of a neighbor's house collapsed, tragically burying the child under debris. The boy later died during treatment.
A human rights activist petitioned the NHRC, seeking compensation and the registration of a culpable homicide case against the house owner. The activist argued that monetary settlements should not bypass legal procedures, especially when alleged negligence leads to a child's death.
Local police reported to the NHRC on September 8 last year that a Rs 2 lakh settlement had been reached, deeming further legal action unnecessary. However, the NHRC observed that the police report did not mention an FIR registration under relevant sections like causing death by negligence.
The commission criticized the police for closing the matter based solely on a monetary compromise without considering applicable laws. On Tuesday, the NHRC stated that a minor's death cannot be settled with financial compensation alone and directed the Police Commissioner to present all investigation records on April 6.
