Ms. Breathwick received items like binoculars, running shoes, champagne, and a stamp collection. The court heard how this sustained conduct caused considerable harm, fear, and distress to both women.
The judge described Windsor's actions as deliberate and calculating, noting a worsening trajectory in his offending. Due to his diagnosed mental illness, which has a significant bearing on his actions, an indefinite hospital order was deemed appropriate. This allows for treatment, with release only possible when he is no longer considered a danger.
Both victims reported severe psychological impacts, including hyper-vigilance and constant anxiety. Ms. Klass expressed fear that others might emulate Windsor's behavior and stated it distracted her from her charity work. The court acknowledged the bravery of Ms. Klass and Ms. Breathwick in providing statements and evidence.
