A Manchester Police officer, Justin Ketcham, has been placed on administrative leave following an incident captured on video. The New Hampshire Attorney General's Public Integrity Unit is now investigating the encounter that occurred on Wednesday morning.
Officer Ketcham responded to a domestic violence call involving Gary Miller, 57. According to an affidavit, Miller's mother reported her son was strangling his father. During the arrest, Ketcham reported that Miller attempted to attack his ballistic vest and strike his groin.
Video footage posted to social media shows a physical struggle, during which Ketcham takes Miller to the ground. Miller was subsequently arrested and charged with second-degree assault, resisting arrest, and simple assault. Ketcham, who joined the department in 2022, remains on leave while the investigation proceeds. Miller's next court date is scheduled for May 14.
