Madras High Court Dismisses Petition Against Top Cop in Passport Scandal
7 Oct
Summary
- Madras High Court rejects PIL against ADGP over Sri Lankan passport issuance
- State government filed chargesheet against 59 people, including 5 police officers
- Single judge and division bench previously cleared ADGP of any wrongdoing

In a recent development, the Madras High Court has declined to entertain a public interest writ petition against the state's Additional Director-General of Police (Law and Order), S Davidson Devasirvatham. The petition sought action against the ADGP in connection with the issuance of passports to Sri Lankan nationals between 2018 and 2020.
The first bench of Chief Justice Manindra Mohan Shrivastava and Justice G Arul Murugan closed the public interest litigation (PIL) after the state government informed the court that a chargesheet had been filed against 59 persons in the case, including five policemen. The advocate-general, P S Raman, stated that a single judge of the Madurai bench had already held that the ADGP was not connected to the case, and this order was upheld by a division bench of the court. He also mentioned that a preliminary inquiry was conducted on the petitioner's representation, and it was concluded that there was no prima facie case against the officer.
Accepting the submissions, the bench noted that the purpose of filing the PIL had already been served by the previous orders, and no further action was required at this stage.
