Suit Claims Agency Neglect Led to Fatal Shooting
10 Jul
Summary
- Husband sues homeless authority for wrongful death.
- Shooter was in agency care, warned of mental decline.
- Agency's inaction allegedly led to pregnant woman's death.

The husband of Eina Kwon, a woman who was 32 weeks pregnant, has initiated a wrongful death lawsuit against the King County Regional Homelessness Authority (KCRHA). The lawsuit contends that the agency's negligence led to the death of Kwon and her unborn daughter.
On June 13, 2023, Cordell Goosby allegedly fired into Kwon's vehicle as she and her husband waited at a red light. Eina Kwon died at the scene, and her unborn daughter passed away at the hospital. Prosecutors characterized the shooting as random and unprovoked.
According to the complaint filed last week, Goosby was under KCRHA's care and had informed his case manager of a "steep mental decline and needed help." The lawsuit asserts that this critical information was mishandled and Goosby did not receive necessary treatment, with the legal team stating that had the agency "done their job, this would not have occurred."
Pacific Ridge Behavioral Health noted that individuals with criminal records can face significant barriers to mental health services in Washington. The KCRHA acknowledged awareness of the complaint and stated it would respond through the legal process, declining to comment on specifics due to active litigation.
In March, Goosby was adjudicated not guilty by reason of insanity and committed to a psychiatric hospital. The lawsuit seeks accountability and answers from the agency regarding its alleged failure to provide Goosby with the required mental health services.
