A hotel owner's harrowing 999 call described a scene akin to a horror film after discovering Matthew Williams attacking Cerys Yemm. The proprietor, Mandy Miles, told the operator, "He's eating her," witnessing Williams use a screwdriver on Yemm before biting her face. This brutal attack occurred at the Sirhowy Arms Hotel in November 2014.
Williams, 34, a prolific offender with significant mental health issues, had been released from prison just two weeks prior. He had lured 22-year-old shop worker Yemm to his room after they met on a night out. The inquest heard that Williams suffered from drug-induced schizophrenia and had been released without medication or supervision.
Police responded to the 999 call and arrested Williams. During the arrest, he was tasered four times and subsequently died after going into cardiac arrest. A toxicology report later indicated he had amphetamines in his blood.
Williams's mother testified that her son had complained of hearing voices and that his mental health had deteriorated. Despite his history and sectioning, he received no mental health support upon his release, and he refused to engage with the probation service.
