An intensive investigation into alleged irregularities concerning occupation certificates (OCs) has escalated in Gurgaon. Following reports of incomplete buildings being granted OCs, fresh and more extensive violations have been unearthed. A joint inspection by the CM Flying Squad and the Department of Town and Country Planning (DTCP) in Sector 70A revealed that 14 out of 22 inspected buildings were incomplete despite receiving OCs.
This situation points to a misuse of the self-certification policy, where architects are authorized to certify completion, with the department verifying only a fraction of cases. A list of architects implicated in issuing OCs to unfinished structures has been compiled, and decisive action, including potential blacklisting and license suspension, is anticipated. The probe is currently reviewing approximately 1,500 OCs issued between July 2025 and March 2026.
Inspections at sites like BPTP Astaire Gardens, Imperial, and Green Oaks highlighted severe compliance lapses, with some buildings barely having a brick framework completed. These findings are deemed serious and systemic, emphasizing blatant violations of norms and potentially compromising safety. The investigation is in its early stages and is expected to expand to other licensed colonies, aiming to enhance accountability and oversight in OC issuance.
