Fugitive Ex-Cop Nabbed at LAX After Years on the Run

In a significant development, a former LAPD officer suspected of killing a homeless man in 2015 has been arrested at Los Angeles International Airport. Clifford Proctor, now 60 years old, was taken into custody on Thursday, Oct. 16 and booked into jail the following day, where he is being held on $2 million bail.
The arrest comes after an arrest warrant was issued for Proctor last year, following a review of the case by a special prosecutor hired by former District Attorney George Gascón to re-examine prosecutions of police in on-duty shootings. Proctor had previously resigned from the LAPD in 2017, and the former L.A. County District Attorney had declined to file charges against him, citing "insufficient evidence."
However, the new investigation led to Proctor being charged in 2024. The former officer then allegedly fled the country and lived in Trinidad for the past year before attempting to return to Los Angeles, where he was flagged and arrested at the airport.
The victim, 29-year-old Brendon Glenn, was fatally shot by Proctor in 2015 following an argument with a bouncer near the Venice Beach Boardwalk. The LAPD had concluded that Glenn was lying on his stomach when Proctor shot him twice in the back, despite the fact that Glenn was unarmed.
