In Palm Coast, Florida, a welfare check on July 16 revealed a dire situation involving a mother and her children. Deputies responded to a 911 call about a child wandering outside naked and discovered the home in a state of extreme filth.
The autistic and nonverbal child had reportedly left the house through an unlocked garage door while her mother, Carla Nishikura, slept. Upon entering the residence, investigators were met with a strong odor of fecal matter that coated floors, walls, and the kitchen and living room areas. The child's bedroom was uninhabitable, covered in waste and urine, forcing her to sleep on the living room couch.
Exposed wiring from cracked outlet covers presented further dangers within the home. A case manager had visited the day prior and reported the conditions to child welfare authorities, but a cleaning crew refused the job due to biohazard concerns. Nishikura was arrested on three felony counts of child neglect without great bodily harm and is scheduled for arraignment on August 18.
