Sayyed planted these on the Dedicated Freight Corridor and then reported the find to authorities. This act, intended to boost his career, led to charges of endangering life and property. In a twist, the initial complainant who reported the 'threat' was revealed to be Sayyed himself, the mastermind orchestrating the entire deception.
