This situation is being addressed at a national level, with the government introducing the English Devolution and Community Empowerment Bill in July 2025. This legislation aims to provide local authorities with the necessary tools to regulate on-street cycle rental schemes and enforce proper parking, recognizing the safety risks posed by e-bikes blocking pedestrian routes.
