The concerns were initially raised after a clinical performance assessment conducted on June 23, 2023, revealed that Dr. Rugemintwaza's performance was subpar in critical areas. These included patient condition assessment, clinical management, and infection control.
Following the assessment, the GMC contacted Dr. Rugemintwaza on March 3, seeking necessary documents. Despite confirmations and clarifications regarding deadlines, including a Work Details Form due March 12, the doctor did not submit the required information. Numerous communications and extended deadlines occurred over three months.
Ultimately, Dr. Rugemintwaza’s continued non-compliance and lack of engagement led the GMC to escalate the matter. The MPTS panel found his explanations, such as misunderstanding the form or fearing the GMC, unconvincing, resulting in the 12-month suspension.
