Construction Firm Fined for Denying Workers Basic Facilities

Ling Developments Limited (LDL), a construction firm based near Wolverhampton, has been fined £15,858 plus £3,858 in costs for significant breaches of welfare regulations. The company repeatedly failed to provide workers with adequate facilities, including hot water and suitable rest areas, at its construction site in Telford, Shropshire. Despite enforcement action and advice from the Health and Safety Executive (HSE) following an inspection in April 2024, the company continued to fall short of legal requirements.
LDL pleaded guilty to breaches of construction regulations at Birmingham Magistrates' Court on April 13. This was not the first instance of non-compliance, as the company had been found in breach of the same legislation on three previous occasions. HSE inspector Natalie Spurrier emphasized that basic facilities like hot running water are minimum legal requirements, not luxuries, and failing to provide them puts workers at unnecessary risk.
