Summary
- Pharmacist altered controlled substance dosages without authorization.
- False pharmacy records were created and maintained.
- Licensee restrictions imposed due to patient safety risks.
A Calgary pharmacist, David Ruan, has been found guilty of professional misconduct by the Alberta College of Pharmacy. The owner and licensee of eRx Pharmacy engaged in actions that posed a meaningful risk to patient safety. Ruan admitted to altering methadone dosages for eight patients without prescriber notification or authorization.
He also confessed to inappropriately extending methadone prescriptions and creating false pharmacy records. Furthermore, Ruan prescribed benzodiazepines without proper documentation. The disciplinary tribunal noted these actions undermined the integrity of the profession and endangered a vulnerable patient population.
Despite acknowledging his conduct, Ruan faced severe license restrictions. He cannot act as a licensee until completing ethics and boundary courses. The tribunal stated this decision aims to deter future misconduct and protect the public, while offering Ruan a path to rehabilitation. He was also ordered to pay $10,000 for hearing costs.
