The children were reportedly fleeing from three dogs when the boy, identified as Fernando Torres Moreno, jumped into a lake at Central Park and drowned.
Authorities found Fernando's body at the bottom of the lake. His sister, who did not escape the dogs, was found nearby with significant bite wounds. She was hospitalized but released. The dogs' owner, Kenneth Dobbins, was identified and interviewed, but not initially taken into custody.
Later, the dogs were identified as the animals involved in the attack. A search warrant was issued for Dobbins, a convicted felon, for involuntary manslaughter and negligent ownership. Authorities attempted to apprehend him at his home on June 23, but he had already fled. Police are actively searching for Dobbins and two of his dogs.
