Residents Raise Concerns Over Massive Windsor Park Apartment Project

As of August 1st, 2025, a 27-storey apartment building planned for the Windsor Park neighborhood in Edmonton has some local residents worried about the potential impact on their community. The Edmonton-based development company Westrich Pacific held an open house on July 31st, 2025 to inform residents about their plans for the new "Windsor Heights" tower.
The proposed building would feature a large four-story base and contain 285 residential units, 250 underground parking stalls, and up to 24,000 square feet of retail space. However, many attendees at the open house expressed concerns that the city and Westrich Pacific have not adequately addressed.
Lori Bennett, who lives two blocks away from the proposed site, said she is worried the tower would be "way too tall" for the neighborhood. Sarah Hyland, who lives a few blocks north, is concerned about the shadow the large building could cast and the potential impact on traffic and parking.
The development manager for Westrich Pacific, Ian O'Donnell, acknowledged these concerns and said the company is taking them into account in their plans. This includes adding more surface parking and designing the building to limit its shadow. O'Donnell also hopes to bring back the current amenities, such as a convenience store, bank, restaurant, and hair salon, that would be replaced by the new tower.
City Councillor Michael Janz, who represents the Windsor Park community, said the plans for this tower reflect the "enormous" housing demands from Edmonton's rapidly growing population on the city's south side. The rezoning application for the tower is scheduled to be heard by the city council at a public hearing on August 18th, 2025, where residents like Bennett plan to voice their concerns.
