Trump Eyes Tax Incentives for Hollywood

President Trump has proposed legislation to create federal production incentives for the American film and television industry. This initiative marks a significant shift from his earlier consideration of tariffs on imported movies, signaling a move towards supporting domestic production and job creation. The proposed "Motion Picture, Television, and Entertainment Revitalization Act" could offer a much-needed boost to Hollywood.

Several states are already actively luring productions with substantial tax incentives. New York, for instance, has committed $800 million annually for the next decade to enhance its existing return on qualified expenses. San Francisco also offers municipal rebates and fee reductions for productions.

These state and local efforts are seen as a foundation for a potential federal incentive program. The concept of "stacking" incentives—combining federal, state, and potentially municipal benefits—could make the U.S. highly competitive. Canada's success with stacked incentives, particularly for labor costs and specialized fields like VFX, serves as a model.

A federal incentive could enable international co-productions and help retain crucial post-production talent and infrastructure within the U.S., which has been migrating to other countries. This bipartisan effort, championed by figures like Senator Adam Schiff, aims to secure the future of domestic entertainment production.
