Sweden Urges EU Vote Against Tesla FSD Over Speeding
18 Jun
Summary
- Swedish authority recommends blocking Tesla FSD EU rollout.
- FSD's ability to exceed legal speed limits is the main concern.
- EU vote on FSD approval is scheduled for June 30.

A Swedish transport authority has recommended a vote against the European Union-wide rollout of Tesla's Full Self-Driving (Supervised) software. The Swedish Transport Administration (TRV) cited concerns over the system's ability to exceed legal speed limits as the primary reason for its opposition. In a letter dated April 30, the TRV urged the EU's Technical Committee on Motor Vehicles (TCMV) to deny approval unless this functionality is disabled.
The TRV stated that allowing automated systems to systematically exceed speed limits could compromise both legal frameworks and the intended safety benefits of vehicle automation. Consequently, Sweden's representative in the TCMV is expected to vote against the proposal if Tesla does not remove the speeding functionality. This stance aligns with the Swedish Transport Agency's (STA), the national type approver, which has also raised concerns with Tesla and the Dutch regulator RDW, the body that provisionally approved FSD in April.
Discussions are ongoing within the EU committee, with a vote on FSD's bloc-wide approval anticipated at a later date following the TCMV meeting on June 30. EU approval requires a qualified majority of 15 member states representing at least 65% of the population. Several other Nordic countries, including Finland and Norway, have also expressed reservations, though some like the Netherlands, Lithuania, Estonia, Denmark, and Belgium have recently permitted FSD, emphasizing that drivers retain ultimate responsibility.
