Spain Probes Blackout Rules Breach
17 Apr
Summary
- Spain's regulator opened probes into the 2025 blackout.
- Rule breaches may have affected power system operations.
- Investigations could last up to 18 months.

Spain's energy and competition regulator has initiated formal probes into rule breaches occurring before last year's significant blackout. The National Commission on Markets and Competition (CNMC) discovered evidence suggesting violations of power sector rules over extended periods.
Although these breaches did not directly cause the massive outage on April 28, 2025, they may have adversely affected the power system's operations. The CNMC identified a series of events that progressively destabilized the grid, culminating in the widespread power loss, which was immediately triggered by a voltage surge.
The regulator noted that some suspected rule violations have persisted for a considerable time. These investigations are expected to last between nine and 18 months, with affected parties having the opportunity to submit their arguments and evidence. The watchdog had previously recommended measures to mitigate voltage swings and enhance French power links following the incident.
