Nuclear's New Bet: Small Reactors Gain Traction
19 Aug
Summary
- SMRs are becoming nuclear power's strongest growth opportunity.
- Modular manufacturing promises reduced construction risk and costs.
- Supportive policies and regulatory reforms accelerate SMR deployment.

Small modular reactors (SMRs) are increasingly positioning themselves as the leading growth opportunity within the nuclear power sector. This shift is fueled by a surge in electricity demand from data centers, industrial reshoring, and electrification efforts. Policymakers and utilities are seeking reliable, carbon-free power sources that are not dependent on weather conditions, making SMRs an attractive option.
The core appeal of SMRs is their modular design. Instead of complex on-site construction, major components are manufactured in factories. This approach aims to mitigate the construction delays and cost overruns that have historically plagued large nuclear projects, transitioning nuclear power from a construction-heavy model to a manufacturing-based one.
Supportive government policies are accelerating SMR development. The ADVANCE Act, signed into law in 2024, streamlines regulatory reviews and encourages efficient deployment pathways. The U.S. Department of Energy is also actively building the necessary ecosystem, including a domestic supply chain for high-assay low-enriched uranium (HALEU) fuel.
Regulatory frameworks are also adapting, with new licensing pathways designed to be more technology-inclusive. Companies are moving beyond conceptual stages, with projects like TerraPower's Natrium facility in Wyoming demonstrating tangible progress toward commercial deployment.
Despite this optimism, SMRs face significant industrial challenges. Success hinges on scaling up manufacturing, replicating projects rather than reinventing them, and proving that costs decrease with repetition. The ultimate test for SMRs is whether they can become a manufactured product, built predictably and affordably, and deployed repeatedly.
