Santa Monica's Promenade: From Bustling Hub to Ghost Town?
22 Mar
Summary
- Foot traffic and visitor numbers have declined sharply since the pandemic.
- Homelessness increased by approximately 15% between 2022 and 2023.
- A $60 million revitalization plan aims to restore the promenade's vibrancy.

Santa Monica's Third Street Promenade, once a vibrant hub for shoppers and street performers, now struggles with a noticeable decline. Many storefronts sit empty, and foot traffic has thinned considerably since the pandemic era. Visitor numbers saw a 9 percent decrease in 2024 compared to the previous year, and recovery to pre-2020 levels remains slow.
Compounding these issues are rising social challenges. Homelessness in Santa Monica increased by approximately 15 percent between 2022 and 2023. Additionally, minor crime offenses saw a five percent increase, with police calls in the area largely involving homeless individuals. These factors, along with increasing costs for dining and shopping, have contributed to the promenade's diminished appeal for many residents.
In response, city leaders are investing approximately $60 million in a revitalization plan. This initiative aims to transform the promenade into a mixed-use destination featuring rooftop dining and pop-up retail, while addressing safety perceptions and bolstering the area's atmosphere ahead of the 2028 Olympics.
