Russia's Car Sales Stall: 15.6% Drop in 2025

Sales of new passenger cars in Russia saw a notable decrease of 15.6% in 2025, marking a reversal after a period of recovery. This slump occurred after the market had previously plunged in 2022 due to Western automakers exiting the country. Factors such as higher interest rates and increased scrappage fees contributed to the market's slowdown last year.
Despite the overall decline, the latter part of 2025 offered a glimmer of hope. December witnessed a 10.6% year-on-year increase in sales, following a 5% rise in November. This surge was driven by buyers seeking to acquire vehicles before the scheduled increases in scrappage fees in December and January.
Looking ahead to the start of 2026, the automotive market is anticipated to weaken. The Association of European Businesses has predicted price hikes that are expected to further challenge sales. The total number of new passenger cars sold in Russia during 2025 was 1.326 million.
