20 Jun
Summary
- Regulators propose customer verification for stablecoin issuers.
- Issuers must collect and verify identity before opening accounts.
- New rules align stablecoin compliance with traditional banking.

US financial regulators are implementing stricter customer verification protocols for stablecoin issuers, following the recent enactment of the GENIUS Act. The Financial Crimes Enforcement Network (FinCEN) and other federal agencies have proposed a rule mandating that payment stablecoin issuers establish formal customer identification programs.
Under the proposed regulations, stablecoin issuers must collect and verify essential customer information, such as names, addresses, and dates of birth, prior to account establishment. This includes screening users against government watchlists and maintaining detailed records of verification processes.
The new requirements are designed to enhance anti-money laundering (AML) and counter-terrorism financing (CFT) efforts within the rapidly expanding stablecoin sector. By aligning stablecoin compliance with traditional banking standards, authorities aim to bolster security and regulatory oversight.
