Mumbai Slum Redevelopment: Big Business Moves In

Juhu Galli, a densely populated settlement in Mumbai, is set for a major transformation. Reliance 4IR Realty, part of Reliance Industries, has secured the bid to redevelop the area, which houses approximately 28,000 families within 101 acres. This project is one of Mumbai's largest slum redevelopment initiatives and signifies a growing trend of major corporate involvement in the sector, following the Adani Group's Dharavi project.

For decades, Juhu Galli has been a site of unfulfilled redevelopment promises, leading to skepticism among residents. Despite the recent announcement, many express cautious hope, recalling past developers who abandoned projects. Questions about eligibility for rehabilitation, documentation, and the impact on small businesses linger. While some residents anticipate improved infrastructure like parks and roads, the primary concern remains securing adequate housing.

The entry of large corporations like Reliance and Adani is seen as a structural shift in slum redevelopment. Their substantial financial backing can ensure projects are completed, overcoming the common issue of stalled developments due to funding shortages. This financial strength, coupled with potentially faster resolution of zoning and infrastructure issues, offers a new dynamic to the sector.

Recent policy changes in Maharashtra, including the November 2025 slum cluster redevelopment policy, have improved the viability of large-scale projects. Developers no longer require unanimous consent from residents for redevelopment and benefit from additional development rights. Reliance has committed ₹700 crore for transit rent and provided a ₹100-crore performance guarantee, signaling a serious commitment to the Juhu Galli project.
