Michigan Counties Fund Kids' Future Via Property Tax

Local property tax increases, known as millages, are being adopted in a growing number of Michigan counties as a funding mechanism for vital early childhood programs. Kalamazoo County is set to vote on an early childhood millage this August, aiming to stabilize the childcare industry by increasing wages for educators and providing financial relief to parents through vouchers. This local approach is seen as essential when other government levels fail to tackle these issues.

Kent and Leelanau counties have successfully implemented early childhood millages since approximately 2019, with voters renewing them due to positive impacts. Data from Kent County shows improved literacy and school readiness among children in funded programs, highlighting the effectiveness of community investment.

Millage funds can be tailored to community needs, expanding program reach and capacity, as seen in Kent County's nearly $9 million annual generation. This funding has supported organizations like MomsBloom, providing postpartum support, and ensured early childhood programming in all of Kent County's zip codes.

In Leelanau County, a nearly $900,000 annual millage supports the Parenting Communities program, offering home visiting, playgroups, and parent workshops. This program has been credited with reducing participant isolation and improving child immunization rates, with future funds also earmarked for childcare assistance.

As uncertainty surrounds federal and state funding, more Michigan communities are exploring early childhood millages, with over a dozen expressing interest in similar initiatives. This trend reflects a growing demand for local solutions to support families and young children.
