Maharashtra Law Empowers Women Farmers Without Land

Maharashtra has passed the Women Farmers Empowerment Act, 2026, a landmark initiative to support women in the agricultural sector. This new law recognizes women engaged in agriculture and allied activities as 'farmers', even if they do not own land. A 'woman farmer certificate' will be issued, enabling them to access various government schemes, including credit, subsidies, and crop insurance.

The legislation acknowledges that many women who cultivate land or participate in activities like fisheries and livestock rearing are often classified only as laborers. This exclusion, stemming from the requirement of land ownership for scheme access, has been a significant barrier. The Act establishes institutional frameworks, such as a women farmer empowerment council and a state fund, to ensure effective implementation and support.

This marks the first time in India that such comprehensive recognition and benefits are extended to landless women in agriculture. Previously, women held only 15.5% of agricultural land in Maharashtra, highlighting the need for this inclusive legislation.
