Leicester Libraries Face Major Overhaul and Closures
3 Mar
Summary
- Fosse Neighbourhood Centre and Library to close due to low usage and poor condition.
- 12 multi-service centres will operate, with some libraries relocating.
- Council aims to save £1.57m annually after initial savings target revision.

Leicester City Council is set to approve major changes to its library and community centre services, with the goal of saving £500,000 in 2026-27 and £1.57 million annually thereafter. These revisions follow extensive public consultation, which led to adjustments from initial proposals that aimed for higher savings. The Fosse Neighbourhood Centre and Library in Newfoundpool will be closed due to low user numbers and its poor condition. Several other buildings, including Braunstone Frith Recreation Centre and Coleman Neighbourhood Centre, will be offered to community groups to manage.
The council plans to run 12 multi-service centres across various areas, with the St Matthew's Library relocating to the St Matthews Children, Young People and Family Centre. These centres are expected to operate between 30 and 40 hours per week. Central Library hours will reduce to 45 per week from 52.5. Additionally, customer self-access systems will be introduced at several libraries to enhance operational efficiency.
Officials stated that approximately £5 million will be invested in council buildings as part of this overhaul, which is anticipated to yield long-term financial benefits. While staffing numbers will be reduced, the council will attempt to redeploy staff where possible. The decision on these plans was scheduled for ratification on March 11, 2026.
