Kazakhstan has initiated a significant overhaul of its migration policy, pivoting towards an incentive-driven framework to attract highly qualified professionals and foreign investors. This strategic move, formalized by a decree on April 25, 2024, abandons the traditional permit-and-quota system for a more flexible approach designed to enhance the nation's global competitiveness.
The reform is a cornerstone of Kazakhstan's economic modernization, aiming to establish the country as a key Eurasian hub for investment and innovation. Key priorities include simplifying immigration procedures through digitalization and creating attractive long-term residency options. The new system aims to make relocation and investment considerably easier for foreign nationals.
A notable feature is the introduction of the 'Altyn Visa' (Golden Visa), which provides benefits such as exemption from income and property taxes, and faster access to government services. This visa is accessible to participants of the Astana International Financial Centre's tax residency program, certain business and skilled worker visa holders, IT specialists, and temporary workers.
Further enhancing its appeal, Kazakhstan is digitizing immigration services with an e-Residency Invest program, enabling remote investments. Select services in Astana and Almaty will also be offered in English, improving the living experience for expatriates and their families. The nation is also fostering its tech sector, with initiatives like the Almaty AI Hub.
