16 May
Summary
- Bank of Japan suggests holistic approach for future monetary systems.
- Future digital currency options extend beyond CBDCs and stablecoins.
- Japan advances pilot programs for CBDCs and stablecoin legislation.

Bank of Japan Deputy Governor Ryozo Himino has emphasized the necessity of a "holistic approach" in shaping the future global monetary system. This perspective suggests that the design of future digital currencies should not be limited to central bank digital currencies (CBDCs) or stablecoins alone.
Himino highlighted that options for the future monetary system are more diverse, potentially including tokenized bank deposits and central bank reserves leveraging blockchain technology. The Bank of Japan is currently engaged in a "sandbox project" to explore the technical feasibility of tokenizing reserves for blockchain-based payment solutions.
Japan is proactively preparing for various digital currency developments. The nation has been a pioneer in introducing stablecoin legislation while simultaneously advancing a pilot program for retail CBDCs, which began experiments in 2021 and moved to a pilot phase in 2023. Additionally, a government-backed project is testing stablecoins for cross-border payments.
This comprehensive strategy by Japan aims to address factors such as technical feasibility, social costs, user convenience, financial stability, and monetary policy, ensuring a robust and adaptable future monetary framework.
