Japan Hikes Residency Fees Dramatically
9 Sep
Summary
- Permanent residency applications fee increased 20-fold.
- New fees for residence procedures start October 1.
- Fee hike aims to make foreigners share management costs.

Effective October 1, Japan will implement substantial fee increases for various residency procedures, notably impacting permanent residency applications. The cost for permanent residency will jump from JPY 10,000 to JPY 200,000, a twentyfold increase. Fees for changing or renewing a status of residence will also be adjusted based on the length of stay granted.
The Japanese Immigration Services Agency states these higher fees are intended to ensure foreign residents bear a more appropriate share of the costs associated with managing entry, exit, and residence. Justice Minister cited a desire to strengthen immigration administration and foster coexistence between Japanese citizens and foreign residents.
In response to public feedback, Japan has expanded fee reductions for humanitarian cases. This now includes foreigners raising Japanese children alone and situations where denying residency would be deemed unfair or inhumane. To avoid the new charges, applications must be submitted by September 30.
