India Eyes Top UN Telecom Post

India has nominated Revathi Mannepalli, joint wireless adviser at the department of telecommunications, for the prestigious post of director of the Radiocommunication Bureau (BR) at the International Telecommunication Union (ITU). This marks a significant effort to secure a top leadership position within the UN agency, which coordinates global telecommunications. Mannepalli is set to compete against Eric Fournier of France and Alexander Kuhn of Germany for this crucial role.

The election will take place in November at the Plenipotentiary Conference in Doha, Qatar. If elected, Mannepalli would be the first woman and the first person from the Asia, Australasia, and Africa regions to hold this position. She has emphasized the importance of equitable access to spectrum and satellite resources, particularly for developing nations, and aims to ensure fair competition in satellite deployment.

Mannepalli's candidacy has received notable backing, with Pakistan's representative expressing strong support, calling her the "best candidate for the job." Other nations, like the UK, have also noted the positive reception to having an Indian and female candidate. Concerns exist that the presence of two European candidates might split the European vote, potentially benefiting India's bid for leadership.

Historically, India last held a top ITU elected post over six decades ago. The Radiocommunication Bureau plays a vital role in governing international radio-frequency spectrum use, a critical area given the increasing number of satellite filings and associated coordination challenges. Mannepalli's priorities include promoting equitable access, managing spectrum sustainability, and ensuring transparent application of technology and regulations.
