India Offers ₹80,000 Cr to Fuel Deepwater Oil Search
28 Jul
Summary
- India plans ₹80,000 crore incentive package for deepwater exploration.
- Government to bear up to 50% of exploratory well drilling costs.
- Aim is to attract foreign investment and expertise in offshore exploration.

The Indian government is developing a substantial ₹80,000-crore incentive package to attract foreign investment in deepwater oil and gas exploration. Under the proposed National Deepwater Exploration Mission, the government intends to reimburse up to 50% of the costs associated with drilling exploratory wells. This significant financial support aims to mitigate exploration risks and draw in international firms possessing deepwater expertise and cutting-edge technologies.
This initiative represents a notable shift from previous upstream reforms, which had limited success in attracting substantial investment from global oil companies. The funding proposal, which is currently under discussion with various ministries, includes a cap on funding per well to manage costs and may also partially support 3D seismic surveys. The support will be available to both state-run and private explorers, as India seeks to enhance its domestic energy production.
India is actively auctioning 18 deepwater and ultra-deepwater blocks, with the bid deadline extended to September 17, by which time the incentive package is expected to be finalized. Alongside this new scheme, the government is enhancing the quality of geological data available to explorers, including investments in offshore seismic data acquisition and reprocessing legacy datasets with advanced technologies.
