In October 2025, Australia, the European Union, the UK, and the US collectively imported over $1.12 billion worth of petroleum products from Indian and Turkish refiners. Crucially, more than half of these imports, approximately $510 million, were processed from Russian crude oil, according to the Centre for Research on Energy and Clean Air (CREA).
While the EU and UK reduced their purchases of refined products made from Russian crude by 9% and 73% respectively, imports by the US and Australia saw substantial increases. Australia's imports rose by 140% to €93 million, and US imports grew by 17% to €126.6 million. These increases occurred before the US sanctions deadline of November 21, 2025, which targets major Russian oil exporters.
India and Turkey continue to play a vital role in processing Russian crude into diesel and jet fuel for Western markets. Despite falling prices and a narrowing discount for Russia's Urals crude, purchases are expected to decline from December 2025 due to impending US sanctions. The Rosneft-owned Vadinar refinery, now under EU and UK sanctions, increased its production to 90% capacity in October, importing exclusively from Russia.
