HART Board OKs Budget After Procedural Snag
21 Jun
Summary
- HART's $1.07 billion FY27 budget was approved by City Council.
- Board must hold special meeting to formally adopt budget.
- Nearly $177.6 million for operating expenses, mostly debt service.

The Honolulu Authority for Rapid Transportation (HART) has seen its $1.07 billion operating and capital budgets for fiscal year 2027 approved by the Honolulu City Council. This budget, beginning July 1, includes approximately $177.6 million for operating expenses and $891.4 million for capital projects. A procedural issue prevented the HART board from officially signing off on the budget during a recent Finance Committee meeting, as an agenda item was mislabeled as an update.
Board Chair Kika Bukoski has indicated plans to hold a special meeting, tentatively scheduled for June 29, to ensure the board formally adopts the FY27 budget before the June 30 deadline. The approved budget is identical to the one HART submitted to the city administration in November 2025.
The FY27 operating budget increases by about 1.7% to nearly $177.6 million, with $172.6 million allocated to debt service payments. The capital budget sees a 12.3% increase to $891.4 million. Major allocations include $550 million for the City Center Guideway and Stations project and $231.4 million for the Pearl Highlands Transit Center.
This budget approval follows HART's receipt of a $125 million federal reimbursement for the Skyline project's second segment, which opened last year. Another $125 million reimbursement is anticipated upon completion of the Dillingham Boulevard utility relocation project.
