Goa is embarking on a transformative journey to diversify its economy, moving beyond its traditional tourism-led model to establish itself as a prominent knowledge destination. Central to this strategic shift is a new Artificial Intelligence (AI) policy, featuring a substantial ₹250 crore innovation fund allocated over five years.
The policy's headline objective is to cultivate a skilled workforce, aiming to prepare 50,000 AI-ready professionals by the year 2030. This initiative aligns Goa's aspirations with the national IndiaAI Mission, with the state poised to leverage any capital, infrastructure, and governance support offered.
This push underscores Goa's recognition of its economic vulnerability stemming from over-reliance on a single sector. While mining once significantly contributed to its GDP, tourism currently represents a substantial portion, alongside considerable employment figures. The state also holds a notable share in the country's pharmaceutical sector, contributing approximately 12%.
Goa's investment pitch emphasizes research, design, and creative work, acknowledging limitations in available land for manufacturing compared to larger states. The government is actively forging collaborations, including an MoU with BITS Goa for an AI Centre of Excellence and with Sirena Technologies for robotics integration in the curriculum.
Further strengthening its AI ecosystem, Goa is working with BHASHINI on developing a Konkani large language model (LLM) to support localized governance. The state is also planning a tech hub to foster collaboration among innovators, researchers, and academics.
Regarding infrastructure, Goa, which has historically lacked major IT parks, is prioritizing the development of AI centers of excellence. The government is committed to the strict implementation of ethical AI practices, emphasizing sustainability, particularly concerning the energy and water consumption of data centers.
