France Mandates EPR for Business Packaging by 2026

France is set to implement a new Extended Producer Responsibility (EPR) scheme, known as EIC, for industrial and commercial packaging from 2026. This initiative mandates that producers manage the end-of-life of their products placed on the French market, aligning with circular economy principles. Key objectives include separating professional packaging waste from household streams and ensuring businesses contribute to collection and recycling efforts.

Businesses will face a structured compliance process, requiring registration and reporting of packaging types and volumes. Compliance options include joining approved eco-organizations or establishing individual management systems. The official rules are expected by late 2025, with applications for approval or registration due shortly thereafter. This regime encourages proactive engagement with supply chains and optimisation of packaging design.

The EIC packaging regime offers long-term advantages by enhancing sustainability credentials and incentivising eco-design, potentially leading to cost efficiencies and innovation.
